Two PID Loops Keep Fighting? Check the Inner Loop First

Cascade control depends on a useful inner loop. An outer loop cannot reliably improve control when its requested inner setpoint is followed slowly or inconsistently.

What is happening?
The outer controller adjusts the inner setpoint; the inner controller manipulates the actuator. Diagnose the inner response and its operating limits separately before evaluating the combined system. A fixed universal tuning ratio is not a substitute for measured dynamics.
Check these five things

Identify which loop owns the physical actuator.

Trend inner setpoint, inner PV, output, and outer PV.

Check inner mode availability and limits.

Evaluate inner-loop response independently under the approved procedure.

Assess the combined cascade only after inner behavior is understood.
Worked example
In a teaching temperature-and-flow cascade, temperature requests a higher flow setpoint. If the flow loop is limited by available pressure, the temperature loop sees little improvement and may continue increasing its request. The limiting flow response explains the outer symptom.

The mistake to avoid
Retuning both loops at once removes the ability to identify which change helped. Preserve comparable traces and change one reviewed element at a time.
How to verify the fix
Validate inner tracking, outer disturbances, limit handling, and cascade mode transfers. Document the conditions under which cascade is available.
